We have always attempted to highlight issues of concern in the quarterly magazine, Health For the Millions. This issue too focuses on health care systems including those of the United States, United Kingdom, and Cuba. All the three healthcare systems across the globe have attempted strategic innovations and yet are in the stage of evolving and strengthening as a model of an ideal health care system for the world. In this context, raising our consternation on the budgetary allocations of 2015-16 in Health and Social Sector in India gains crucial significance. The question is: Has the Budget delivered for the health-care agenda of India? We feel that a substantial increase in public expenditure in healthcare to match the global average is missing and unfortunately there is no clear roadmap or focus on primary health care delivery.
